No Work No Pay


 Our Member of Parliaments make Constitutional Bills in our Parliament Sansad, It's an urge of every Indian today to all of these Parliamentarians to make a bill for themselves  "No Work  No Pay".
In our country it is tough to get a job , it's not easy. You got to make through a cut throat competition. In spite of Globalisation, unemployment has increased drastically. Job is obtained by different - different medium. At some places the employee's needs are taken care of. Facilities of health care, provident fund, bonus, maternity-leave,  pension etc are taken care of. Whereas at some places people just get daily wages while some not even the full money even after doing the entire task. A very large part of population survives by working on contract basis. But wherever you get job, it is always assumed that you will not be paid for doing nothing i.e No Work No Pay. From 9th of November, our Parliamentarians aren't working so why are they getting pay and allowance.

What happened on 9th of November was repeated same today also. Parliament was unable to run. Opposition is demanding for making a Joint Parliamentary Commission for Adarsh Housing Scam, CWG Scam and 2G - Spectrum Scam but Government is not ready for it. Every two days Government and Opposition have meetings but Parliament is not running. Neither the Government is ready to step back nor is the Opposition. The highest loss is being bear  by the tax payers due to adjournment of Parliament sessions.
  • An amount of 26,000 INR is spent on each Minute of Parliamentary Activity
  •  For one hour the above amount sums to 14 Lakh INR
  • A Full Day seesion takes 1 crore 55 Lakh INR 
Parliament runs or not this amount is spent in any case. None of the Parliamentarian are bothered about this issue  because what pay they are "so called eligible" to get they will get in any circumstances.
Lets have look on the pay scale of these Nation builders
  • 50,000 INR as Basic Pay per month
  • During the time Parliament is running they get an allowance of 2000 INR daily
  • 45,000 INR as Constituency Allowance per month
  • 45,000 INR for Offical Expenses per month
  • 20,000 INR  per month is the Pension for parliamentarians
545 members in Lok Sabha and 245 members in Rajya Sabha, so you can imagine the expenses on these big people. Why there is no rule for them regarding  "No Work  No Pay" or may be creating a ballyhoo inside Sansad  is also a kind of work. Even after creating such a scene their allowance is guaranteed. Till all the parliamentarians reach the House, the session is already adjourned and they just need to sign on the attendance register to confirm their allowance. Due to this same trend Parliament was not able to run more than 30 hours during the first 8 days of the Budget session. Similarly in 41 hrs during Monsoon session  and 81 hours during Winter session were spent without any work. As per the norms, every year Parliament should run for minimum of 100 days but this is never achieved. Last year it ran for 64 days, for 48 days in 2004 and 46 days in 2008. The running period is decreasing slowly. In 50s and 60s it used to run for minimum 130 hours. In  1956 it ran for a 151 hours. As Parliament is getting constantly adjourned , 23 Bills of public interest are in pending state for approval. Few of those important Bills are :
  • Right for free and compulsory education for children amendment Bill
  • Women Reservation Bill
  • Prevention of Torture bill
  • The Waqf Amendment bill
Eight new bill are to be presented and discussed. Important among them are
  • Land Acquisition Bill 
  • The Rehabilitation and Resettlement  Bill
  • Wild Life Protection Amendment Bill
  • The Bill to stop sexual harassment against Women in offices
  • Enemy Property Bill
But if the scenario continues then what will happen to these bills and what is the cure of this situation. These lawmakers definitely should make a law for themselves for No Pay when No Work. On the day parliament is adjourned then the allowances is cancelled and the equivalent salary is also deducted. To stop the parliamentary activity make be a democratic right but continuously interrupting the session doesn't make a  sense. there should be someone appointed who should be made responsible for such consistent adjournments.

If we look at the Opposition we can see there is no control from the high command. For instance on the order of Congress High Command within a period of few weeks two Chief Ministers were forced to abdicate their posts and new persons were appointed at their positions. On the other hand BJP High command have been frustrated and tired  by consistent shouting at their Chief Ministers but not even a stone was unturned whether it was Vasundhara Raje Scindia or it was Babulal Marandy or the current Karnatka CM Yeddurappa ; these people never care of the committee sitting in Delhi. If such is the potential of highest committee of the Opposition; how can they be expected to control their parliamentarians from wasting the House's precious time and public money.

The money which these parliamentarians are wasting comes from the tax paid by every Indian citizen who never gets the luxurious facility of Pay Without Work. It is their hard earned money. If the parliamentarians have a slightest respect for their Nation they have to break the impasse of adjournment of the Parliament for the interest of nation else Parliament will loose it's meaning  and the House that stand for the dignity of democracy will become the House of shame for democracy.
