No Work No Pay


 Our Member of Parliaments make Constitutional Bills in our Parliament Sansad, It's an urge of every Indian today to all of these Parliamentarians to make a bill for themselves  "No Work  No Pay".
In our country it is tough to get a job , it's not easy. You got to make through a cut throat competition. In spite of Globalisation, unemployment has increased drastically. Job is obtained by different - different medium. At some places the employee's needs are taken care of. Facilities of health care, provident fund, bonus, maternity-leave,  pension etc are taken care of. Whereas at some places people just get daily wages while some not even the full money even after doing the entire task. A very large part of population survives by working on contract basis. But wherever you get job, it is always assumed that you will not be paid for doing nothing i.e No Work No Pay. From 9th of November, our Parliamentarians aren't working so why are they getting pay and allowance.

What happened on 9th of November was repeated same today also. Parliament was unable to run. Opposition is demanding for making a Joint Parliamentary Commission for Adarsh Housing Scam, CWG Scam and 2G - Spectrum Scam but Government is not ready for it. Every two days Government and Opposition have meetings but Parliament is not running. Neither the Government is ready to step back nor is the Opposition. The highest loss is being bear  by the tax payers due to adjournment of Parliament sessions.
  • An amount of 26,000 INR is spent on each Minute of Parliamentary Activity
  •  For one hour the above amount sums to 14 Lakh INR
  • A Full Day seesion takes 1 crore 55 Lakh INR 
Parliament runs or not this amount is spent in any case. None of the Parliamentarian are bothered about this issue  because what pay they are "so called eligible" to get they will get in any circumstances.
Lets have look on the pay scale of these Nation builders
  • 50,000 INR as Basic Pay per month
  • During the time Parliament is running they get an allowance of 2000 INR daily
  • 45,000 INR as Constituency Allowance per month
  • 45,000 INR for Offical Expenses per month
  • 20,000 INR  per month is the Pension for parliamentarians
545 members in Lok Sabha and 245 members in Rajya Sabha, so you can imagine the expenses on these big people. Why there is no rule for them regarding  "No Work  No Pay" or may be creating a ballyhoo inside Sansad  is also a kind of work. Even after creating such a scene their allowance is guaranteed. Till all the parliamentarians reach the House, the session is already adjourned and they just need to sign on the attendance register to confirm their allowance. Due to this same trend Parliament was not able to run more than 30 hours during the first 8 days of the Budget session. Similarly in 41 hrs during Monsoon session  and 81 hours during Winter session were spent without any work. As per the norms, every year Parliament should run for minimum of 100 days but this is never achieved. Last year it ran for 64 days, for 48 days in 2004 and 46 days in 2008. The running period is decreasing slowly. In 50s and 60s it used to run for minimum 130 hours. In  1956 it ran for a 151 hours. As Parliament is getting constantly adjourned , 23 Bills of public interest are in pending state for approval. Few of those important Bills are :
  • Right for free and compulsory education for children amendment Bill
  • Women Reservation Bill
  • Prevention of Torture bill
  • The Waqf Amendment bill
Eight new bill are to be presented and discussed. Important among them are
  • Land Acquisition Bill 
  • The Rehabilitation and Resettlement  Bill
  • Wild Life Protection Amendment Bill
  • The Bill to stop sexual harassment against Women in offices
  • Enemy Property Bill
But if the scenario continues then what will happen to these bills and what is the cure of this situation. These lawmakers definitely should make a law for themselves for No Pay when No Work. On the day parliament is adjourned then the allowances is cancelled and the equivalent salary is also deducted. To stop the parliamentary activity make be a democratic right but continuously interrupting the session doesn't make a  sense. there should be someone appointed who should be made responsible for such consistent adjournments.

If we look at the Opposition we can see there is no control from the high command. For instance on the order of Congress High Command within a period of few weeks two Chief Ministers were forced to abdicate their posts and new persons were appointed at their positions. On the other hand BJP High command have been frustrated and tired  by consistent shouting at their Chief Ministers but not even a stone was unturned whether it was Vasundhara Raje Scindia or it was Babulal Marandy or the current Karnatka CM Yeddurappa ; these people never care of the committee sitting in Delhi. If such is the potential of highest committee of the Opposition; how can they be expected to control their parliamentarians from wasting the House's precious time and public money.

The money which these parliamentarians are wasting comes from the tax paid by every Indian citizen who never gets the luxurious facility of Pay Without Work. It is their hard earned money. If the parliamentarians have a slightest respect for their Nation they have to break the impasse of adjournment of the Parliament for the interest of nation else Parliament will loose it's meaning  and the House that stand for the dignity of democracy will become the House of shame for democracy.

A Sincere Victory



After watching today's mandate, to say that the People of Bihar have spoken would be an understatement. They have yelled , shouted and with one unanimous resounding voice. A voice that cuts cast, religion and class. Nitish Kumar and company have marked a remarkably huge victory. Remarkable because Bihar has never seen an election like this before. A campaign that was remarkably mature because there was no populism , no ridiculous promises like free this, free that e.g. free rice, free electricity, loan waivers. The victory was based on solid substantive campaign. A water-shed election because it shows that in India you won election based on development  and progress. Good governance is good for elections in India. No longer the Indian Voter is interested in the divisive politics of cast and religion. A Water-Shed Election for Bihar and for India. It was an election that gives us hope.

Recently I checked a report by a Mumbai NGO that stated that Mumbai's four top pharmaceutical companies and two security agencies have more than 25 thousand Biharis working in them. From Noida everyday more than thousand money orders are sent to different regions in Bihar; remember money is send on daily basis. The State running on this Money Order Economy has once again selected Nitish Kumar with a hope that at last such a Bihar will be established with a potential and reputation that will bring back the natives who have left their families and lands in search for jobs.

In the last five year lots of accomplishments have been bagged by Nitish Kumar.
  • In four years around 1600 small and big bridges have been constructed
  • When India was facing recession during that time in Bihar, the automobile market grew by 45%
  • Economic growth climbed to 11%
  • Law and Order improved a lot that brought life to the business 
  • As business started growing new Hotels, restaurants were open and Telecom sector made their entry
  • Roads were made longer. In 2005 there were just 384km of roads which stretched to 3475 km in the year 2010.
  • Land Reform Commission was set in Bihar which is trying to distribute the land ethically.

No doubts these jobs brought Nitish Kumar a humongous victory but this victory has brought up new challenges and greater benchmarks to set too.
  • 55% of Bihar population lives below the poverty line
  • Per capita income is extremely low i.e. Rs 13,959 yearly whereas India's per capita income is more than thrice of that figure which is Rs 44,345
  • Bihar suffers from extreme scarcity of electricity
  • Due to lower electric supplies neither the factories can run nor do the agricultural lands be irrigated.

Nitish Kumar has full five year from now to construct the building whose strong base he had already developed. How much have Bihar transformed the glimpse can be seen from Patna. Maurya Lok area in Patna looks no less than Vasant Vihar of Delhi. Frazer Road competes with Delhi's Connaught Place. A revolving restaurant has been opened in Patna where one needs referral to have seats there. But Patna is not the scale of the entire Bihar but the way Nitish Kumar got his mandate from every corner of Bihar, it seems everyone wants development like Patna and to accomplish this very reason Nitish Kumar have been awarded another five year term.

It's true this state has suffered the neglect of Central Government from decades but this mandate will empower the state's governing body to claim boldly now. An important aspect of Bihar is that it is one of the most politically dynamic region of the countries. It can create political  trends. In National Politics, the position of Nitish Kumar will heighten now which has more or less has become BJP branded or Congress Branded and may be there's a chance that Nitish Kumar might emerge as a pivotal player for Third Front in future.

Another remarkable thing that came into light in Bihar's election which was Female participation
Though Female Candidates have won at less places but in terms of giving votes, female voters have surpassed their males companions by registering their mass presence at polling booths . Among total female voters 54.44% marked their presence on the day of voting while 51.11% of male voters casted their votes.This change happened for the first time and it became possible because  there were tight arrangements during elections. All six phases of election went without any trouble except a couple of minor offences. In Bihar such thing happens very less. The Day Dreamers Laloo Prasad Yadav and Ram Vilas Paswan have been swept away by the current mandate and this might mark the end of their political career. Condition of Congress is also not good , the rallies of Sonia and Rahul Gandhi were attended by masses with exceptional enthusiasm but that never got converted into votes. Biggest result was the humongous mandate which Nitish Kumar might not even have dreamt of.

This time the election were no doubt historical , mandate is also historical and such a large mandate has it's own issues and risks. The victorious MLAs will have all high hopes for being ministers. They would also hope to become chairman in Government Bodies and Corporations. After it's fabulous victory BJP also will not sit with no desire; they too will want their share in the governance that means that in the absence of opposition there is a risk of internal battles in JDU and BJP allies over the division of portfolios in coming future. Nitish Kumar should remain alert with this situation. Overall the Bihar State Assembly Elections 2010 Results are historical and is welcomed by all for the goodwill of future.

Bihar and Chhath




To us festivals are not like festivals they are like carnivals which are enjoyed by those also who have no connection with that festival. We have grown up watching Holi, Dusherra and Diwali as carnivals. Ganesh Chaturthi was celebrated by only Marathis, Durga Puja by Bengalis and Dandi Garba was played only by Gujratis. Onam and Pongal were South Indian festivals only. Today in big cities this is not the picture. Even if all the rituals can't be completed but everyone used to participate in the carnival of festivals of various regions. Very soon a new name is going to be added in the list of festivals celebrated in big cities which the Chhath Festival which stands for the identity of Bihar. The motto behind this festival is the prayer for well being of the  family. Gautam Budhha, Mahavira, Valmiki, Ashoka, Aryabhatta, Chanakya, Guru Govind Singh, Nalanda University and the list goes on. These are the contibution to the nation and to the world by Bihar  which makes us feel proud but nowadays when Bihar is refered then they are never discussed. The discussion always happens which is concerned with Bihar's Politicians; even though of their presence the Bihari population have to go to outside Bihar leaving their family and home in search of jobs. Now the discussions about Bihar are shifting to Chhath Festival which is the truly represents this state. Chhath Festival in all aspects is an alldifferent festival. It is an arduous observance, requiring the worshipers to fast without water for around 36 hours continuously. The country which runs with the rise of the Sun also celebrates Chhath in which setting Sun is also worshipped in which water and milk are offered as oblation to the Sun which is considered as a visible God.

Chhath is among those few festivals which still haven't been changed by the market till date. Six days after Diwali which has been now completely metamorphosed by market and companies,  the Chhath Festival comes which still has the ethinic smell of the east and has remained safe from corporate colorization. During this festival a basket which is called Daura, is made ready which contains one or more Sup (household item made from bamboo for winnowing) which contains fruits and prasad (edible offerings) among which the most important is sugarcane, guava, a big lemon which is locally called Gagar. The sugarcane is erected in the soil and is decorated with glowing lamps from all side. One day the setting sun is worshipped in which water is offered (Aragh) and the next day the rising sun is worshipped in which milk is offered . The new changes to Chhath is may be the replacement of Sharda Sinha songs to new singers but apart from that everything is intact.
Spreaded all across the nation for bread and butter, the Bihari Population tries to reach their native home at the time of Chhath and if they are not able to reach Bihar they create a small Bihar whereever they are present. They clean river banks and ponds bringing back the real colour and ambience to the stagnant and flowing water bodies. Chhath is not only an annual festival of Bihar but it is also an ideal exemplar of the delicate but strongly bonded relationship of Bihari population and the Bihar state. This relationship tells that if the masses would have got jobs at home then why would have they left their homes, why would they have been bearing the bad-mouth of fanatics like Raj Thakrey, why would they have been bearing the insults when they attend entrance exams for jobs at other states.

But when Bihari poiliticians weren't able to provide the sources of income then the masses had to leave their home. Their condition is exactly like those Indian who are living for years in abroad for their bread but still have their heart right in the motherland which still cries for the India. The important thing that comes out is that culture also flows together with the rivers carrying the dust and soil of the society with the alterations of time. This culture has also flown with the rivers all across the nation and is sparkling with the gleaming lamps of Chhath. Also a very significant message is conveyed that civilization travels and so are the memories because they remains alive by this and take constant rebirths in different places. In Bihar where a lot of disorder and destruction has been done in past few decades, the festival of Chhath is trying to integrate it strongly as well as gradually bridging it with newer connections as well.


Before I end this entry; one special sweet i.e. made in this festival is Thekua. I can bet it's the Indian competition to the American Cookies and I returned from home with a big jar of that.

Obama is not our Mama




Obama mentioned Pakistan in Indian Parliament and the members broke into rapturous applause. Lots of Indians had a huge expectation that when Obama will arrive he will give strict warning to Pakistan, he will do this ; he will do that but none happened. Actually the expectation were totally faulty because we think the root of the trouble is Pakistan as it the the epicenter of the Terrorism while America thinks that the problem can be solved with the help of Pakistan. Thus, what we consider as a problem is considered as a solution and the fix by America. These two stands are completely contrary and divergent to each other. President Obama is not our Mama who will visit us, bringing sweets and toys for us and will not ask for anything in return.



American President Barack Obama delivered a strict message for Terrorists and hosts of Terrorism . this message was for Pakistan . for the first time Obama was seen so strict to Pakistan but there was a cyclone in India Media . The Cyclone originated due to Obama's Visit. From the past one week there was no news except for Obama's news but on the contrary this visit is neither seems very important for America nor do so important for India

India is going to buy ten C-17 planes due to which 22000 people in America will get jobs but America is an economy of 14 trillion dollars while India is of just 1.3 trillions. For America this 10 billion deal is like a small cumin seed in the mouth of a camel or in other words like a drop in America's bucket. In return we will get aids to control diseases and some equipments for meteorological department. For a nation like India this is also like small cumin seed then what's the importance of this visit ?

He is the 6th American President to visit India. First it was Eisenhower in Dec 1959, next Richard Nixon in July 1969, third Jimmy Carter in Jan 1978 then after 22 years in March 2000 Bill Clinton gave a visit to India. Last visit was of George W. bush in March 2006. All these five visit were substantially important for both the nations but nothing significant can be extracted out of Obama visit except of faith and strong condemnation.


American list of goodies to be sold to India

  • Around 145 Howitzer Gun barrels of worth 360 Billion rupees

  • Cluster Bombs of worth 40 billion rupees

  • Air-to-Air refueling aircrafts of worth 90 billion rupees

  • Around 125 fighter planes of worth 495 billion dollars

If above deal happens then America will get billions of dollars and jobs for millions. America strongly allege other countries for stealing the jobs of its citizens but Obama is visiting every other nation to increase employment opportunities in his own nation because this is his compulsion, this is America's compulsion. World's Inspector The United States of America is losing its grip in terms of commerce and military strength. "America needs all kinds of help from developing countries like India and this is the message conveyed by Obama's visit."

America is tensed regarding reducing employment rate. Every three months a report is made to track the unemployment rate by the American Government. India too have unemployment problem. Leave three month  report, we neither see unemployment as a agenda in Electoral campaigns nor our politicians show any matter of concern regarding this issue. Whenever there is some issue for American citizen, the American Government stands for them but can the same be stated for our nation too ? In reality we are progressing fast but we are far away behind America and it will take a considerable time to reach to that level. So it's very important to keep India's stand before a Mighty Nation without losing dignity and respect; Gladly, Indian Prime Minister Dr. Manmohan Singh did the same.


Dr. Manmohan Singh delivered a strong notion in his humble style and World’s mightiest President Barack Obama was listening every word. Obama admitted in Mumbai that Pakistan’s stability if very important and India has no doubt about it. India considers that stability of Pakistan depends upon three things; strong democracy, weak military and weaker ISI.

America never gets these considerations or may be it mocks before India of not understanding the considerations clearly. May be this is because Pakistan has become a necessary evil for America.
US Government knows how dangerous Pakistan can be, so they have a policy to handle it that includes
always maintaining a good raport with Pakistan because America needs Pakistani Army for Afghanistan War.
But friendship with Pakistani means to bear the continuous blackmailing from Pakistani Army. From the past few years Pakistani Army have taken 90 billion dollar for support expenses. The Pakistani Army give a detailed bill of the military expenses to the American officials and they make payments on account of it, The bills and vouchers are forged to that extent that almost 70% payments are for fake expenses. Pakistani Army is making money in the name of support expenses not only from America but from few Muslim nations too.

Pakistan is a Nuclear Nation so it is pretty easy for it to ask for any illegitimate support money for peace keeping. India never fears Pakistan but for Obama and America, Pakistan is a matter where they are always in the state of helplessness. So India has to understand that Obama can’t speak freely against Pakistan like a free Indian citizen. It makes no sense to expect that America will crush Pakistan or give a threatening to stop terrorism. This is our war which we have to fight it ourselves only and there is no alternatives to it  . Obama might not be against Pakistan directly but he is against terrorism. Pakistan neither listen a word nor it cares because this is what Pakistani Army wants and we know this fact very well. Dr Manmohan Singh’s notion stated our stand clearly before Pakistan and also told America that we get the jobs in America because of our talent and accomplishments; we never steal jobs. Prime Minister's stand was firm and clear even if the man standing next to him was the President of United States of America.


From Past one week ; India is obsessed with Obama. Obama in breakfast, Obama in lunch and Obama in dinner. I surfed through American newspapers and News Channels, they are not giving so hype to this visit as compared to what Indian Media is dispalying. It’s a big news Cyclone for Indian media. But good thing is that this cyclone was limited to Media only and not to our national lives. Our life went on in the same way as it was going before Obama. Nothing changed at all. Everything went on exactly like as it was before : Officers tried to escape work from Government offices exactly like before and there were same traffic jams, students were again attending their schools and colleges, Big Boss once again continued delivering TRP crap to our drawing rooms, last year Diwali gifts were exchanged yet again with new packing wrappers exactly like before and I am back to blogging yet again.
